Council works with and supports service providers, and advocates for improved services to meet the identified needs of our community and improve our community’s wellbeing.

Social Planning

Under the Integrated Planning and Reporting Framework (IPR), following extensive community engagement and consultation over the past several years, Council has developed several strategic documents to guide Council and the community in meeting the current needs, as well as planning for the future needs of our community.

These Plans include the Community Strategic Plan (CSP) 2012-2022, the Young Shire Social & Community Plan and the Young Youth Strategy.

The targets and strategies outlined within Social Plans are being addressed by Council and Council’s Healthy Shire Committee. The Committee which provides direct input to Council, is made up of representatives from Council, service providers and community members.

The Community Strategic Plan is a long term – 10 year – Plan for the community and for Council. It is the highest level plan that a council will prepare.

The purpose of the plan is to identify the community’s main priorities and aspirations for the future from which, Council is then tasked to plan strategies for achieving these goals.

In doing this, the planning process considered the issues and pressures that affect our community and the level of resources that will realistically be available to achieve its aims and aspirations.

While a council has a custodial role in initiating, preparing and maintaining the Community Strategic Plan on behalf of the local government area, it is not wholly responsible for its implementation. Other partners, such as State Agencies and community groups may also be engaged in delivering the long-term objectives of the plan.

Although the CSP is a community document, it is part of an integrated suite of Planning documents known as the Integrated Planning and Reporting Framework.

This framework also includes;

  • a 10 year Resourcing Strategy,
  • a 4 year Delivery Program and budget for each Council term, and
  • a yearly Operational Plan and budget.

The Framework enables Council and the community to have important discussions about funding priorities, service levels and preserving local identity while planning holistically for and with the community for a more sustainable future.

Council’s Delivery and Operational Plan can be found here.

The Social Plan

In 2010, Council adopted two important strategic plans, the Young Shire Social and Community Plan and the Young Youth Strategy. These plans were developed following extensive engagement and consultation with the community, and the targets and strategies within these Plans were developed in response to the recognised and identified needs of our community.

In 2015 the Social and Community Plan was reviewed and the draft Social Plan 2015 is now available to view.
