In its long term financial plan Council has allocated funds toward the upgrading of the heavy vehicle routes through Young. Lovell Street is the most obvious example of the effect of heavy vehicle traffic on roads not constructed to carry such traffic.
To accelerate the delivery of the upgrading works Council has successfully applied to the NSW Government Local Infrastructure Renewal Scheme (LIRS) for funding assistance. The funding assistance is in the form an interest rate subsidy which allows Council to borrow the funds required to complete the works and pay off the loan using the funds allocated toward the project in the long term financial plan.
Council has borrowed $2.4M for a ten year fixed term. The funds will be used to complete the reconstruction of the travel lanes in Lovell Street (between Zouch Street and Thornhill Street) and Thornhill Street (between Lovell Street and Dundas Street) to a standard capable of carrying the heavy vehicle loading.
Based on the tendered rates from the contractor it may be possible for Council to extend the works to other poor condition pavement areas like the Zouch and Cloete Street intersection but this will depend on project contingencies.
To minimise the long term disruption to traffic Council has designed a pavement that can be rapidly constructed and the project plan is to have the heavy duty pavement completed in around 15 shifts with the plan to commence works in mid October. There may be some time overruns depending on various factors such as weather.
